Can the stinger missle still be fired even if the target aircraft is emitting a friendly IFF signal?
If not, are commercial aircraft, or can commercial aircraft be fitted with the coded reply signal to prevent the use of the weapon by in-country terrorists?
Yes. The stinger missile, at least some versions of them don’t have IFF transponders, meaning they can’t detect a IFF. The later models do. But if home grown terrorists acquire them and the missile they can just change the IFF code so that it doesn’t recognize a signal.
